Abstract One of the strategic premises of for the Joint Municipal Authority for North Karelia (Siun Sote) and the North Karelia Rescue Services is competent personnel who are motivated and professionally skilled and whose capacity for work is commensurate with the duties. The purpose of this thesis was to describe the status, strengths and development needs of the personnel through the results of the competence survey. The aim was to highlight the competence management and competence development of the North Karelia Rescue Services and to include the competence survey as a tool for personnel management. The thesis was carried out as developmental research activity that applies qualitative, quantitative and participatory research methods. The data were collected through a survey. The key results showed that the professional competence of fire fighters, senior fire fighters and paramedics is a high level. Strong core competence emerged as a strength. The results showed that competence development should be continuous and that the personnel themselves expressed their development and training needs. The results of the thesis will be used in the development and training plans of the North Karelia Rescue Services. In the future, the competence survey should be repeated at regular intervals to monitor the development of competence....
